City officials use the term in referring to the dramatic decrease in homicides in the city from a high of 152 in 1989 to 59 in 1996 and 43 in 1997, 34 in 1998 and 31 in 1999, which includes a 29-month period when there are no juvenile homicides ending in 1998. Credit for the decline is given to an improved working relationship among law enforcements agencies and community groups, particularly the Ten Point Coalition formed by African-American ministers in 1992. The homicide rate begins to increase again in 2000 and reaches a ten-year high of 75 in 2005.
